When compared to most other fighting games, gbvs has more interesting pve content, but it is still a PvP thing first and foremost.
Now I don't know where you got the idea that 2D fighters tend to devolve into button mashing but it is absolutely false. Against anyone who isn't a complete newbie, button mashing is the fastest and most efficient way to get yourself slam dunked head-first into a garbage bin. It makes you predictable, vulnerable and greatly slows down your learning.
Whiff punishes, frame traps, meaty oki and reversal baits are powerful, game-agnostic anti-mash tools every average fighting game player has in their arsenal, and this also holds true for 3d fighters as well, to a slightly smaller extent.
If you are hell-bent on only playing for the PvE aspect, I'd recommend you to grab it during a sale. It's genuinely good but don't expect the same amount of content as, say, a metroidvania or jrpg.
Imo, they did a pretty good job here with the story and as far as fighting mechanics allows them.
Jump Force is not a fighting game, its an Arena Brawler. Granblue Fantasy Versus is the only Fighting Game that has a lot of PvE content. But be warned this game have a really bad optimization hence whether or not your PC is a NASA computer it will still take a lot of time to load between screens.
2D fighting games has tons of complexity just as much as 3D fighting game like Tekken
