You can run that setup program manually - Quake2RTX-Steam-Setup.exe in the "setup" subfolder.
You don't need to copy anything manually, setup program will do that for you.
If it says something about RTX card not being found then either your videocard does not support raytracing or there's a problem with drivers.
I have an RTX 4070Ti so I'm ok on that front.
I clicked on the Quake2RTX-Steam-Setup.exe file and it's asking me to choose the folder qhare the Quake II game files are located. I select :F\Steam\steamapps\common\Quake II RTX\ and it tells me: "Game files (baseq2\pak*.pak) are not found in the specified location. Please specify the correct location." I try to have go into Quake II RTX\baseq2 but it gives me the same result. I don't see "pak*.pak" in the baseq2 folder.
You can try a manual installation, using my preset OPEN GL build you can skip the wizard.
The only thing is you'll need to copy/paste those three pak files yourself.
