That was maybe true for Quake 1 but not Quake II.
Software Quake II lacked a ton of effects.
They couldn't completely ignore how the software renderer looked, because it was still of common use. But I'm sure they had they favorite solution during development.
Software does not do light colors so everything is greyish Diablo 2 like gothic style. Which is frankly the true style of the Strogg. I prefer to play in software rather than OpenGL my self because of that.
I suspect, that it's the GPU maker's fault. So Nvidia and ATI back then. They wanted to sell their cards, they need features, so in addition to the colored lights, they also introduced the smudge filter. Oh, I'm sorry, the texture filter. Because like all clowns, we obviously need to filter low res textures so that everything looks like smeared around.
You know, these days, the pixel style even for 3D games ain't just because indie devs don't have enough resources. It's because it doesn't look like crap compared to the other way of pretending. -.-
The smudge filter is for clowns and it goes up to Quake 3. Only Doom 3 is at the verge of actually needing texture filtering.
