you can have DX12 installed but, that doesnt means that your gpu supports it.
long ago (about 6 years ago before i finally got a new PC) had i a nvidia 210 GT which was backthen when it got released an awesome gpu and was capable of playing games where friends said to me "how is your gpu doing this" but said gpu only supported Direct X up to 10.1 and well, when games started to swap to DX 11 was it time to get something new ... however, the DX driver info said i had DX 11.2 installed. so again, just because your driver info says so, does not mean your gpu supports it.
oh yea and edit, you should update your DX
DX 12 is at the moment at 12.2.1
