Game badly optimized or old setup?
I've just recently started to play this game and the amount of stuttering is overwhelming, it's even worse during cut-scenes and transitions between scenarios.

I've tried everything, disabling steam shaders preload, disabling steam overlay, updating windows and nvidia drivers with "clean install", lowering game graphics settings to the bare minimum, etc... but nothing works.

It's the first time that this happens to me since I've bought my NVIDIA GTX 1060 with 6 GB GDDR5 five years before. I've bought lots of games lately but even the most demanding ones are playable at minimum graphics settings with 1080p resolution.

I'm starting to think that my setup could be too old and this game is just the first of a lot of new AAA games to come that demands new hardware.

My specs:
Intel Core i7-3770K CPU 3.50GHz
16 GB RAM
Windows 10 Pro 64 Bits 21H2
NVIDIA GTX 1060 6GB GDDR5
Non-SDD HDD 2 TB.

So... the problem could be the bottleneck with the old i7-3770K CPU, not having a SDD drive, the graphics card or the game is just badly optimized?

I would appreciate any clues.

I7-4790K, 16Gb RAM and RTX2060 getting 60fps+ on max graphics settings at 1080p but there is microstuttering especially during combat. I noticed there is a lot of HDD activity when it stuttered; moving it to a SSD virtually stopped the problem right away.

for me i get huge drops to the 30s for like 6 seconds

Just played it again now, freezes for split second randomly during boss battle better on the SSD but still there. The cutscenes seem okay for me.

i get 10 fps in trans and opening combat it stays at 10 fps for like 10 seconds

Denuvo makes EVERY game feel badly optimized no matter how well it might work otherwise. It also sometimes makes the games it's attached to completely unplayable.

On a related note, anything that make your hardware work harder will reduce its lifespan and Denuvo definitely creates a lot of extra stress for your system.

Your system should be more than capable enough to run the game with a framerate of at least 30fps (depends on your graphics settings) but the SSD made the difference for me. Didn't totally fix the problem as I encountered more stuttering later in the game but definitely made an improvement. Generally in most games a SSD helps a lot and I would never go back to a hard drive ever again. I just need a bigger one now to replace my games hard drive as the boot drive is only 256Gb with just enough room for windows, apps and one or two games.

The audio continues and inputs register but the video stutters or freezes for a split second than all my "queued" keyboard / mouse inputs take place all at once leading to completely missing my target. Happened on the boss fight after you get stuck in the red goo.

I'm inclined to think it's a Denuvo issue as Fomin said or it's loading a lot of data and my system just can't keep up. I tried everything you tried such as lowering graphics settings etc.

I think it's the game.. this is the first time I've ever had an issue with a game stuttering or freezing like this and my PC might be a small step up from yours.
i7-7700k
cpu 4.20GHz
16GB RAM
GTX1070 8GB GDDR5
and after about 30 minutes of play at everything set to low I still get massive stuttering issues. freezing up for about 5 or 6 seconds at a time, even in the menu screens.

You realize you're all running a budget i3 by today's standards, but ya not having an SSD in 2021 would be the biggest issue.

The biggest upgrade for you, would be the SSD.
