But the game also features skins from the movies for the characters, you just have to find them in-game so you can equip them.

Also, if you were SE and wanted to put the character faces from movies to the game characters you would need to pay the actor for the resemblance, and its just not worth it.
Same happened with avengers and other "Franchise" related products.
It just seems like an impractical and hurtful design choice. Don't get me wrong it looks awesome but Rocket realistically strikes me as "don't bother me while I'm working."
It's WAY cheaper to license content from the comics then to license content from the movies.
Game probably would have never been made, because the cost to license the likeness of the actors + hire them to do voice overs + now we're licensing movie content, etc. would have killed their budget with everything else they had to do to get the game developed, marketed, etc.
Just because it's set in an alternate universe doesn't mean you can't feature outfits from different media as a form of tribute or paid cosmetic. It would be dumb not to, being that you're making a game specifically for the fans of those characters. Whether they're MCU, comic-book fans or both, they will want to see the outfits they like for the characters they love. So adding these outfits can be done as a form of tribute to not only the franchise you're portraying but also to the fans who decided to support this game.
This game also features both comic-book skins and movie outfits, so this argument makes no sense. Besides, there's nothing stopping certain character designs to exist in different continuities. This happens in both Marvel and DC a lot, where some characters share the same appearance as their other incarnations despite being different incarnations of those characters altogether. Unless these outfits simply aren't canon to game's universe and simply exist as a non-canon outfit you can wear for the fun of it.
I am not sure whether you want the game characters to share their likeness with their MCU counterparts or solely their outfits, or both.
For one, the actors' likeness is often-times very expensive, that's why you don't see these games getting these characters' likeness often, because it usually costs them a pretty penny.
Though odds are a mod could solve this issue, though I'm not too certain on the legality of it.
In the other hand, as for outfits I will admit the game is pretty lackluster when it comes to their costume selection. Though this game's costumes are generally very much accurate to their comic-book/MCU counterparts (outside of certain elements, such as their facial likeness), there aren't that many outfits to choose from compared to similar games like Marvel's Spider-man and Marvel's Avengers. This could've been due to deadlines, licensing or budgetary issues.
To be fair, I am quite disappointed by the fact that the so-called 'mods' for this game are limited to reshades. Though I understand that there is no real way to mod this game as of currently, so I can't really complain on the matter. You do have a good selection of costumes to choose from in the game though, including outfits from the first GOTG film.
I hope one day we're able to mod properly on Directx12 games, along with the Dawn Engine (which the game was made on). But unfortunately, as of today we do not have the tools or the technology to do it. So for now, we'll have to do with what we have.
For one, I would like to see comic-book uniforms for all the Guardians and not just Star-Lord, along with MCU costumes for Volume 2, 3 and Infinity War. But for now, this will all be a dream.

As examples, there was a star lord skin I liked but didn't use it because it didn't have rocket boots, but the rocket effect still came from them.
Also weapons sheathes are on Drax and Gamora but don't match up right or just don't have sheathes on other skins.
