It's a third person action adventure game. Just like Control is.
Tomb Raider games are also third person action adventure games, so are the Just Cause games. Last of Us games are also third person action adventure games, and all of these have varying levels of action in them.
Third person shooter games are another subgenre of games, which often overlaps with the third person action adventure games. Gears of War series focuses more on this third person shooter gameplay, and are an example of third person view games which fit the category of third person shooters than any other genre of games.
As Guardians of the Galaxy offers more adventure game elements than Gears of War, I wouldn't quite call it a third person shooter game. Third person action adventure feels like the most accurate category for it.
Gears of War games have some action adventure elements but overwhelmingly base their content on the third person shooter element, so these are third person shooters instead of action adventure games.
Even if CoD games had a small amount of adventure game elements they would still overwhelmingly be first person shooters.
Anyways, I'm not arguing semantics, I've presented the official categories for these games. Guardians of the Galaxy is an action adventure game.
User defined tags aren't the same as the official category. I gave Mechwarrior Online a NASCAR user tag because the pvp matches often devolve into rotating circles where players chase the other team's tail. It is not a NASCAR game of course. People can add all sorts of funny & strange tags to games on Steam store.
I'm not making it a big deal at all, you are free to add shooter tags to it. You can even give it a mega-shooter and hyper-shooter tags if you wish or why not a dating sim tag too. It's your freedom and I encourage you to use it creatively, the end product could be quite funny. My NASCAR tag for MWO has amused quite a lot of people.

Poptarting is now viable once again but not quite as devastating as it was during the days of gauss+ multiple ppc's. Jump jets got a big boost all over the board so even 100 ton mechs can jump on top of buildings now with just three jumpjets if you specc a bit into the jump jet skill tree.
Currently sniping meta rules tier 1, and lurming is almost completely ineffective in high tier matches.
