My secret sauce I have found is to hierarchy with different settings to see which is sticking and so they aren't over lapping. For example:
vsync = off everywhere in game and in control panel.
Windows and nvidia control panel = 4k@120HZ
Nvidia Control panel FPS lock 122FPS.
in game cap set to 120FPS
nvidia control panel game to 61FPS! (this is the one I want to play at, 60fps causes tearing)
Nvidia control panel per game power profile to max performance
Windows power profile high performance.
With these settings I stopped having the constant struggle between windows and nvidia control panels multiple power, vsync, refresh, and FPS settings.
- 21.10.3 broken lights and shadows, stuttering, screen turns off randomly but great fps
- 21.10.2 a lot of stuttering, screen turns off randomly and happens while minimized, worse fps
I'm tired of all PC games being so far from finished on release day.

Notice how much more pop in within the grass there is on the pc, which is on max settings, compared to the xbox in the opening scene. Terrible.
