If you're missing it, search for DirectX 12 download and a link to Microsoft should appear.
If you do not meet the minimal requirements then you'll likely not be able to launch it.
For other issues with launch, try finding and posting a crash log to help with troubleshooting. If there is an issue that is common, then an answer can likely be found in different threads where troubleshooting has been done.
Your 750 Ti is too old for this game, it does not support DirectX 12.
This is not true. and i have a dx12 card and i get the same crash. So please, stop posting nonsense.

750Ti does not have DirectX 12 support and will not play any of the games which have a minimum requirement for DirectX 12.
What you wrote changes none of this. People getting crashes on DirectX 12 GPU's does not change it either.
I have an RTX 3070 and FPS is between 60 and 90 . if the game would load your FPS will be 1 to 2 max
I hecking LOOVE people coming out of the woodworks with a freaking direct11 750ti card. Whats next ? Riva TNT2 , Geforce 2 MX ?
While sometimes games can run with less than min, don't hold your breath and bet on it.
Seriously time for a major upgrade.
According to NVidia it actually does.. Tho I'm guessing only in that it'll run on a DX12 machine.. not in that it'll support actual DX12 features...
Tho it doesn't have enough memory, and is well below min specs for the game. Even a budget laptop card is more likely to have more memory.
The 750Ti only supports feature level 11_0, it is not DX12 compliant when games have 12_0 / 12_1 extensions.
(There is a GTX 750 variant on GM206 which could potentially launch the game but those are likely few and far between).
Some 900 series cards support 12_1 but owners should be cautious. 965M/970M/980M and the desktop 950-980Ti's are technically capable but I'm not sure what the driver situation is.
