It would be nice if limited access did something like 1/3 the initiatives, only generate inflation 1/10 of the time it rolled out an initiative (so 1/30 overall since its rolling them out less) and only generate corruption 1/3 of the time. That way the mechanic could be useful, still RNG dependent, and not totally screw you over.
Limited access isn't really worth it in my experience becuase you may get like 3-4 initiatives total in a long game (though that at least means it's negative impacts are also pretty limited). And full access just screws you over with the inflation and corruption it causes.
