NGO Initatives Kind of Useless?
Are NGOs only useful for getting money? I like the idea of the mechanic of them randomly rolling out initiatives. Also like real life NGOs, their location priorities may be different than that of the local govenor. However, the inflation makes them pretty much useless on Brutal. And don't say "use the economist," the economist only has one-time inflation reduction powers, not something like "triples rate inflation goes to 0."

Full/Limited access kinda screws you over with inflation and corruption, +4$/year is nice from funding but event itself is RNG, might appear instantly and pay itself back in 2 years or might not appear at all.

It would be nice if limited access did something like 1/3 the initiatives, only generate inflation 1/10 of the time it rolled out an initiative (so 1/30 overall since its rolling them out less) and only generate corruption 1/3 of the time. That way the mechanic could be useful, still RNG dependent, and not totally screw you over.

It's generally worth gambling the $7 early for the $4/year funding increase IMO. Very rare for it to not pop within 2 years or so from you funding the initiative.

Limited access isn't really worth it in my experience becuase you may get like 3-4 initiatives total in a long game (though that at least means it's negative impacts are also pretty limited). And full access just screws you over with the inflation and corruption it causes.
