Then I'll say Development Director, the lack of coalitions hurts them but they can stabilize really fast.
Beneath them is Warlord. Having fast national soldiers is great but he struggles with things other governors don't.
After him is Economist. I just don't like how they play.
Beneath them is General. His higher civilian/government costs are absolutely killer. He's super weak.
And the very worst is Tank Commander. His tanks don't give nearly enough back to make up for their many, many disadvantages. And he also has higher civilian costs! And even higher costs for airstrikes and drones! Not worth it at all.
