Azure dam on brutal with tank commander is super hard

I've been on this for a few hours now, this governor is particularly hard because there are mountains in the way of the tanks, effectively splitting the map in two of where they can travel. On top of that, the insurgents spread out even quicker on azure dam and are extremely agressive towards the convoys, the dam and mountain areas (which are inaccessable to the tanks).

I've tried multiple strategies, some obvious, like if single insurgent fighters spread out everywhere, then police would solve the problem right? The problem then is I need to put a lot of money into it, which means I end up losing because the insurgents kinda just hang around until the police is destroyed. Which gives them lots of time to destroy convoys and attack other zones, and all while lowering my reputation.

Any tips?

I recommend going with militia instead, and focus on road infrastructure early on along with remote offices to speed up the process. You can also pick the advisor that increase the effectiveness of security policies, further delaying the insurgent's territorial expansion.

Thanks man! I won taking your advice except for remote outreach. I also bought level 2 telecoms right off the bat to increase the boost of support I needed to win.
