Get basic roads 1
You need to push them into the forests/mountains and use garrisons to back up your regular troops. You can also move into the forest zone directly next to the mountains once you upgrade its roads. As long as the rebels are in the mountains or isolated in the forests they won't cause you any trouble at all.
Edit: I always try and push them exclusively into the mountains because they're easy to surround from there. Where are you getting stuck?
Yes, yes, it can't be done. You're absolutely not making any mistakes, it's the game being unreasonable. Let's just ignore that people not only beat every map/governor combination on Brutal, but evne on Mega-Brutal.
With that attitude, and you being completely unable to even identify where the problem lies as apparrently it's "everywhere", there really is only one piece of advice to give to you:
Git gud.
PS: LAFFO@the National Army times being "unrealistically" long. If at all, they're unrealistically short for what you're effectively doing. You're not training some riflemen with an established and well-oiled training pipeline here. You're effectively building an entire military from scratch. Basic training for some grunts? That's the EASY part of this.
