Save money to make even more money. Guard event is extra national guard to go fight the rebels no idea how it's triggered though.

The thing is you get 10 times more support from all the zones if you just upgrade PR in gov tab. So you start with some gold and then grade the Eye (faster recon), PR, Anti-Corrupt lvl 1 and a bit of Civ stuff. After that you gain the Banker money print increasing inflation as it doesnt matter you won't build anything for like 2 years. Then Insurgents appear and you have like 50 gold, you buy Blue forces, Green forces, Garrisons and Garrison support.
Here begins the fighting part. Give up all the mountains on any map. Don't even fight for them even if you are going to win. Upgrade PR, then press E and every region will show its concern. Upgrade every region accordingly. Get more Green troops. Its okay you still only have 2 squads because you only need to defend Rurals and Urbans. Agree with EVERY garrison suggestion. Deploy Green when possible.
Remember that you only upgraded like 6 civ stuff, 5 gov stuff and 5 mil stuff. You should have at least 100-150 gold. You may now get some Rural construction, Job handling, Trucks for Green troops and Air Strikes with double reduced cooldown combined with unupgraded drone (these are important because they hit enemy camps without any need to actually BE in the zone). Don't forget to fight back now as your troops are at full force. Kick the Insurgents asses into the mountains but no further. I will explain why.
You now have at least 300 gold. Enemy is dug in the Remote Mountains and you have a headache defending all of this but you have won already. It only needs to be finished now.
Get every upgrade doubleclicking everything it doesnt matter you have bazillion gold. You will be asked if you want to upgrade military or support via the event - upgrade anything it doesnt matter you have bazillion gold. Give the Insurgency no less than 4 regions and let them party there. Don't capture anything after that: if Insurgency has less than 4 regions it is going to spawn elsewhere and its not going to be fun I promise you. So let them hold these 4 ♥♥♥♥♥♥♥ naked mountains with zero civs. Grind your Reputation back on the peace treaty denials and elections because it could be hurt at the beginning. You can sit like that for hours basically.
After you get like 150 Rep mocking powerless Insurgents you can finish this bullying. Get all the Blue forces ready and not deployed yet. Also reconsider the next treaty and don't deny it. Then time it at like 75-80 peace treaty and attack everything at once. You will get rid of EVERY enemy by 100 and signing the treaty is going to be flawless to your Rep.

The one I dislike would be warlord and economist.
The randomness of the game is indeed brutal. I have lost many games just because the enemy spawned on the perfect areas to where its impossible to contain them.
I have only played brutal so idk how the other difficulties are.
What adviser did u use.
