Can't install 1.9 patch, or anything else, because they require 1.9 patch first

So... the other two things (dx11 and high res textures) can find the installation directory, but they both say update to patch 1.9 (dx11 ultra upgrade) before installing this new package.
Running the 1.9 patch scans my entire computer and finds no installation, how do I get this working?

Steam games are always patched to the most recent version you dingus, why would you try to patch it yourself

Well for example, sacred 2 doesn't include the high res texture pack :P I thought steam would be lazy and maybe patch it, but not release the other stuff, cuz i've heard they didn't bother with the 64 bit version of the game, so what's to say they didn't bother with the rest lol
