I just watched this last night and I'm pretty sure the answer is because Crysis 2 was basically reworked with a new lighting system, global illumination, post-processing and textures while Crysis 3 just really received ray tracing and a few other minor tweaks in comparison. I finally pulled the trigger on the trilogy on that other platform that shall not be named and Crysis 1 is insane looking so far. I'm glad I waited for the performance improvement patch and I hope 2's remaster lives up to it.
