I have the same problem, are you on windows 10? If so search windows defender > add an exclusion > exclude a file > find the crysis launcher through your steam folder >steamapps > common and in the bin32 folder >crysis2launcher, hope this helped!

For anyone reading this 2022 onward, I went to "Windows Defender Firewall with Advanced Security. I clicked "Inbound rules". Scrolled down to Crysis 2, right click and select "disable rule". No problems firing up Crysis 2 now.

Played Crysis 2 Origin ver. there're no problem with Windows Defender. The problem with C2 Steam ver. is old and don't know why it slill not fixed.
