Alan Wake 2 Stutter Fix
If you're running the game at 30fps and getting inconsistent stutter despite having NASA level hardware and it not making a difference how low you go with the settings, I think I know why:

You need to set your PC's hz to 30. It's not enough to simply have your PC running at something divisible by 30, like 60 or 120. For some reason when the PC's refresh rate is different to the game's fps, it doesn't matter if it's perfectly divisible by the game's framerate, the frames aren't distributed evenly into that higher framerate (in this case, 30 frames into 60 frames).

I had the same problem with the game The Medium and found the solution online for that. Was getting inconsistent stutter all over the place in this game despite my hardware handling the game just fine (I have my GPU set to cap at 80 degrees and the game was still suttering at 70) and I remembered The Medium and the solution for that and tried here and bingo! Consistent 30fps across the board.

I don't know if it'll be the solution to everyone's problem but it worked for me and thought I'd share it here.

Thank you for the tip. I plan to play AW2 next, and already bought it since it was on a big sale. But I typically dislike (and strongly) playing at 30 fps for most games. However, the TV show presentation of AW2 could fit it i suppose. RTX3080 can not quite hit high FPS with all the visual effects that I want to experience even with a 13700 CPU and plenty of high-speed ram.

Would you say that 30 fps can add to the mood of the game? Could it improve the experience?

I'm currently playing AW2 at 60fps with no stutter, no upscaling, and no raytracing.

The problem with the game still is the mouse stuttering. Even if you play with 70 or more fps it's feel like the movement is wriggly. I've tested 5 different mice. The best result gave the Logitech G series, but then came the latest update for the game. If you are not handicapped and able to play with controller, i recommend to do this.

Hello. I play it with a controller, and have stuttering in the game. :steamsad:

I found a combination of settings that keep the fps at 60 for about 15 minutes (mostly at high and medium, RT off). After that time, it suddenly starts to constanty dip into the low 40 with constant stuttering. I helps to switch to borderless and back to fullscreen but after 15 minutes the fps loss starts again.

It is very poorly optimized.

About PC settings, maybe you're talking about refresh rate
Hello. You have to limit the game's fps from the Nivida control panel by choosing the game's .exe file or with a program called Rivatuner Statistics Server.
