Second Monitor Issues and Framerate

So I've browsed the forums for a while, couldn't find any mention of this so far.
I'm trying to run this game on my second monitor, because my first monitor is my horrible small laptop screen. so far nothing worked, alt-enter doesnt minimize the game, pulling it on the second monitor in windowed and then turning on fullscreen just sets it back to the laptop screen. any suggestions?

second problem: low FPS. yes running it at lowest does improve the fps a bit. but. this game is old. I can play games of higher class on this laptop without any problems (like GTA IV), i used to play it on worse machines with better performance.

specs:
Intel i7-7500 (2.7GHz 4cpus)
Geforce 940MX
16GB Ram
and a crappy intel card that nobody cares about

yes, the game is using the Nvidia card, it maxes it out at 100%.
is the card just bad? because other games run fine. or is the game just.. mysteriously performing bad for some people and nobody knows why?
