In your energy options is the setting on high performance?
Any mods installed?
Clean your local TMP folder, and BG3 cache files (on steam you find a guide for it).
Deactivate autostarts in task manager, restart, have no other applications open, deactivate virus scanner, put PC in plane mode, if any other background security programs are installed, deactivate them, too. --> start the game without launcher.
Properties under launch options add: --skip-launcher
Maybe with a resource monitor you can find out about what creates the issue. But I am not sure how it helps to solve it.

Especially with your last comment you ignore the fact that most people have no issues at all.
reinstalled it, updated drivers and so on, but the fact it just starts the day with the patch is a strong sign for me that there is something wrong....
