Stuck on Download Loop
Last night I tried applying the update and it got stuck on 100% and I was unable to complete the update to play the game. I did the following to try and fix the issue:

- Cleared Download Cache on Steam
- Repaired the Folder where the game is located
- Verified Integrity of the Game's Files
- Changed Download Regions
- Performed a hard restart of Steam
- Performed a computer restart
- Completely uninstalled then reinstalled the game

Additionally, I went through the content_log file for Steam itself, and it's giving me the following message:

[2023-08-29 14:30:47] AppID 1086940 starting commit from "E:\SteamLibrary\steamapps\downloading\1086940" to "E:\SteamLibrary\steamapps\common\Baldurs Gate 3" : 188 updated, 0 moved, 0 deleted files
[2023-08-29 14:30:47] AppID 1086940 update canceled : File commit failed: installed file locked (File locked) "E:\SteamLibrary\steamapps\common\Baldurs Gate 3\Launcher\CrashReporter.exe"

This is the error message I get repeatedly every time that Steam attempts to complete the update/install. So, naturally I went to delete the Crash Reporter executable file manually, however, every time I attempt to do so it says I can't delete the file because it is open in another program. I cannot find the program open on the task bar or resource monitor at all. The fresh install did not fix this issue, as it says it's still open, despite that not being the case.

At this point, I'm honestly completely lost. I've tried combing the forums and online and the only one or two threads specifically mentioning the problem with this update didn't even explain the fix or the fix was something I've already attempted above.

Any advice would be appreciated at this point.

This is not my issue. I was able to find the CrashReporter.exe which was inexplicably suspended on my computer via using Process Explorer and I was able to kill the process. Going to attempt another reinstallation.

Issue resolved. As I mentioned, the crash reporter was for some reason still running (despite it not showing up in task manager/process explorer). I was able to use Process Explorer to kill the process and a fresh install fixed it.
