But that's what makes their interaction so interesting. I think it's better from a storytelling perspective that their relationship remains unresolved. Not everything comes out with a happy ending, after all.
She can change completely by act 3 depending on what goes down
They both start off fairly unlikeable. Lae'zel is more direct and hostile, while Shadowheart is passive aggressive and snarky. I haven't seen the conclusion yet, but they both grew on me. Maybe it's lazy writing that they're both victims of manipulation, but for me it was kind of nice to see parts of who they may have been without the abuse.

I think the game does it randomly from the pool of people who are in the camp. It can't be the companion in the active party with you, though. There is also a scene with Orin msquerading as a Driad and wriggling the information about your romance interest's habits and secrets, so I guess there is a high chance that the romance is taken. Can't confirm tho, since I did not romance Lae'zel in my playtrough, and had SH in my party all the time.
