I am very happy then that if you never experience a bug your small mind believes it never exists for anyone else.
Once you've cast it for the first time in a day, any corpses with something to say will glow green, as others have said. I don't think they glow if you haven't cast it yet that day. They also might not talk to you if they remember you killing them (which is why it's ideal to hand that item to Shadowheart and let her Disguise Self before trying to talk to them).
Why would you save scum?
Speak With Dead is a Ritual spell, meaning it doesn't cost a spell slot, and its effects last until a Long Rest, so you can recast it as much as you want.
The scroll works the same way, though. It lets you recast the spell as much as you want until you take a long rest.
