2. I just snuck up on the toll collector while they were near a window, and defenestrated them with an Eldritch Blast. Took out like 99% of their health, and they were too far away to attack afterwards.
Eldritch Blast can, of course, be replaced with an other skill that physically displaces enemies, or the cracked floorboards in the locked office.

I got the bar tender to drink himself to death by passing my saving throws, but the others had to be killed the manly way. Through excessive use of brute force.
After making this post, I did suspect that her gold powers may have been keyed to the amount of gold I was carrying, but she was already dead by that point, so I didn't get a chance to make sure.
Lae'zel was carrying roughly 11k gold on her person, which may explain the 800+ damage the Toll Collector was able to cause.
