Depends on their stats. Unarmored Defense only kicks in if you're not wearing any armor at all.
Even then, it caps out at an AC of only 18, and that's IF you decide to fixate on boosting up your Dex and Con (or Dex and Wis for Monks).
Heavy Armor is not affected by Dex bonus, but it also has a higher AC than 18, meaning you can get better defense out of wearing it.

P.S. It is worth completely giving up points in the Strength skill to spend them on Dexterity or Endurance, compensating for the lack of strength with the "Elixir of Hill Giant Strength"
"Bracers of Defence" can be found in Act 1 in the Blighted Village. I still use "The Graceful Cloth" as armor (sells Lady Esther).

In act 3, you can get access to both an amulet and a pair of gauntlets that effectively max out your CON and STR respectively.
Between the gauntlets and the potions, Strength is surprisingly the 'dump stat' for this game, where as it would otherwise be Intelligence for tabletop players.
In any case, I have already found my own effective "formula" for the barbarian.
