They couldn't really change act 2 much based on well, how act 2 is. You can't really add more to it besides indoor area's because everything is very focused there is not much wiggle room to fit in some of the things act 3 has.
The pacing is honestly good because of the focus, act 3 just needed more focus, but that's why I feel that the game should have had 4 acts. Cutting act 3 in half would solve the compression act 3 has with just so many things going on all at once as there are so many plot lines that act 3 has by itself. This would require making the level cap higher probably but honestly you hit the max level early in act 3 already and the act already throws the games best items at you at a constant rate.
Though that's for another thread, as really the game stops being balanced the moment you hit level 5 as after that, every fight even on honor mode is trivial.
Even Act 2 has some horrible inconsistencies like Jaheria knowing about your artifact even if you never mention it to her.
Keep in mind, she's a Harper. It would be even weirder, if she didn't knew about it at all.
I think because this is such a long game and Act 3 has so many 'ultimate endings' to quests - it feels like it is rushed when you really need to look at the overall game and think about the quests you've been on leading up to Act 3.
I'll give one example, remember the mage tower in the city? It felt like it was such an obvious questing area with a golem guard or magical walls at the back. It was far too obvious that you are able to get in there somehow. I want real discoverability, not a flashing neon sign that says "this is one of the content areas here, complete it please"
It began like that from the very start when the second you enter the city, you could go to one of those robot guards and it would tell you that they are evil and you need to go to the evil guy who invites you in. Is this really how a real villain would act? why would he not just have a group of masked people try and assassinate you? or outright kill you? It all felt so fake. Act 1 + 2 didn't have this problem.
