From your post, I assume it's this prevention of being disarmed you are after, but having high strength actually makes you more resistant to being disarmed anyway.
I edited my post to add that high Strength will help prevent being disarmed, this is due to being disarmed having a saving throw through Strength which as a Pally, you will be proficient in.
Dumping Strength for Charisma will let you up your damage with the pact weapon (and make conversations easier) but you will lose jump distance and carry capacity, and your Strength saving throws will be less successful overall.
No right or wrong answer here, just personal preference.
Pact Weapons use your casting modifier, regardless of your other attributes. It's not like Finesse weapons which use either Strength or Dexterity depending on which is higher.
So if you're playing a Blade Pact Warlock, you don't need to worry about boosting your Strength and Dexterity, just focus on your Charisma.
Though maybe invest some into Dexterity to improve your AC and Initiative rolls. I'd recommend 12 or 14, but anything higher is unnecessary.

On a related note, Shillelagh also uses the Druid's casting modifier on Clubs and Staves. So boosting your Wisdom is the way to go with that.
Same with Sylvan Scimitar and Infernal Rapier keying off your spellcasting stat; they ignore outright your STR or DEX.
I suppose you could put it on a Dual Wielder, and use the strength buff to augment your other weapon attack.
You also can't Shillelagh it, because it's already a magical club. :-(
Personally, I gave it to Halsin, along with the sussar sickle. He's dual wielding them now.
