and I don't know why people focus on end game because act 3 is already so easy even with normal builds.
haha, that's the thing though! most 'OP' builds depend on numerous magic items to exploit attacks/damage in ways that Larian never considered. that's also why in DnD5e most magic items require 'attunement' and players can only 'attune' to three magic items by default.
the other thing is that BG3 has so many silly magic items not found in DnD5e that it's not hard to find crazy combos with certain classes/spells and magic items.
'limited resources' that you keep mentioning are specifically so players don't have broken OP builds right out of the gate.
my advice, just play the game and don't worry so much about silly DPS builds you see online. discover your own combos and tactics. if you're just going to copy other people's ideas and 'builds' then why did you buy the game? you might as well just keep watching videos of other people's silly OP builds.
Game difficulty is a joke when you do know how to play. The first real boss on Honor is the Owlbear. Ive seen folks think it's impossible. You can quite literally beat it at level 1 with the right abilities and spells, that's the entire game in a nutshell. Less about Pew-Pew and more about Conditions. Blind, Prone, Silence, Sanctuary. Learn this. Use these. Then the builds are irrelevant.
They focus on Act 3 because that's when you hit max level and can get all the gear to fine tune a build; why would you ever finalize a build at level 4 and in the first act when you have a ton of levels and gear to still get and collect?
It's like @jait said, it's more about learning what spells, attacks, and items do than about having a set in stone build (if you're just looking to play through the game and not do a challenge run).

monk can for sure be good at level 5
I guess using Ethel to get 21 strength on melee characters is pretty OP.
Eldritch Blast is very fun at low level, plenty of places you can use the knockback if you take it early.
It's extremely tedious to play however, it's amazing that someone actually made the build and completed the game with it.
