"Command : [...]" hits automatically, the question is if the NPC makes the saving throw or not.
As the others said, check the log. If Zhalk resisted, he won't drop the blade.

Yeah some people have many hundreds of mods - there are a lot of modular class and sub-class mods out there and lots of bitty cosmetic mods, you can easily load up with a whole bunch of stuff without even changing gameplay that much. (Ofc BG3MM makes it easy-peasy to keep track of them all and keep them in order with separators and all that.)

ANYWAY, I've semi-figured out what it is. I discoverd (from loading a pristine save from the Balduran saves set on Nexus) that Everburn in my games now has the cheeky extra property of being "so bound to fiends that they can't be forced to lose their grip" of it or words to that effect.
I only have one weapon mod (Vanilla Weapon Rebalance), so I suspect it's that, though of course it could be some thing any modder put into the game for a chuckle.
