I think you're not doing the right moves.
Even if you do have Gale, you have to have him with you when you first encounter the board. After that, no amount of going to camp to get him will cause him to be able to play the game.
A tempest priest/druid, call lighting works as well.
There are options. Since anyone can use a scroll, a chain lightning scroll is the option anyone can use, and is the one spell that has a high enough potential damage without any upcasting.
Other options, which may require upcasting or water thrown on it to succeed include Lightning Arrow (ranger), Call lightning (druid/cleric but bard and warlock also have certain ways they can get it, and pretty sure storm sorcerer has their own special version), or lightning bolt (wizards/sorcerers/or any other arcane caster), or even potentially chromatic orb (although that even with upcasting is cutting it super close to where it probably needs wet as well), I don't think shocking touch or the four elements monk equivalent to it is going to be enough.
That is all the major lightning possibilities I can think of. Overall the upcasting possibilities thru learned spells, actually covers as much as half of the classes. However even if you manage to avoid every single one of them, the chain lighting via scroll (bought or found) is always an option.

You'll encounter it during the quest for Ansur. Access through Wyrm's Rock prison.
Bring Gale along, and he'll tell you exactly how to win. It will even ping where on the board you're supposed to move your pieces.
Step 1 - Move the Rook 1 space over to the left.
Step 2 - Move your queen directly in front of the king.
