Umm.. not, there were a ton of bugfixes in patches 1 and 2. Only a fraction was what you call "cut content", although things like the new ending cutscene for Karlach was not cut content since they had to call the voice actor in to record new lines, meaning it wasn't there to begin with.
There is always work to do until everything is good.

It's the first crpg in the history of crpg to have a questionable final act and bugs, shush. Not a single big rpg has released with those issues ever, and certainly not before 2010. Larian are the worst company ever.
The game is fineshed so we release it a month early.
After release:
Here are patches that fix the game (easy to find in 5 min) bugs and the content we cut out.
I wish we all stop buying games on release.
Might final get games to be sold fineshed.
