When is Alfira supposed to join your camp? (Spoilers)
I've inadvertently seen a lot of people talk about how Dark Urge automatically kills Alfira at your camp no matter what you do (unless you knock her out before the event, however that works).

I helped her with her song and saved the grove, did the party at my camp with her there, now in the morning she's not there anymore it's only Halsin (who won't join your party yet until certain events in act 2 as I understand it). When is Alfira supposed to show up at camp?

Well for non-dark urges she doesn't join the camp at all, so that's how she'd show up again in act 2.
So to be perfectly clear:

Dark Urges she will show up at camp (unless you kill/knock her out at the grove before she would show up when you rest in which case you get Quil)

Non-Dark Urges she will never appear in your camp outside of the victory party if you side with the tieflings.

Is that correct?
Yes

I don't know if it has to be before the party - I had it happen fairly early in my game when I was first exploring the goblin camp.

I've rested plenty of times after helping her with the song and she never showed up. Maybe she will show up later after I've rested a few more times since saving the grove? But then people say she appears in act 2 and how can she do that if she's in your camp?

Though the original question has been answered, I'll add to it.

You can add Alfira to your party, and indeed camp using mods. The mod I prefer, a mod by "Imwayden" called "Transform NPC Into Playable Character - Make Full Custom Character Party - No party limit - Resurrect Dead" lets you do just that. I haven't tried recruiting Alfira to the party with it so I don't know how she levels or if she even is capable of it. Some NPC's cannot level up and there's no function for them to do so currently. You could however recruit her to the party, then have her wait at camp and have her at camp basically permanently then.

Careful, when using that mod it can cause issues when you use it on essential NPCs -- I once had everyone I ever added and removed turn hostile toward me

The mod author added a "clone custom character" spell which works well -- you just need to choose "Custom Cloned Race" and "Custom Cloned Guardian".

They won't have dialogue or the items of the NPC but it also won't potentially break your game.

It was WILD to go to camp and have Wyll and Withers immediately throw hands with me... like they said ITS ON SIGHT!
