Not true, Kobolds are hostile out of necessity because everything is trying to either kill or enslave them.
Kobolds do have the capacity to integrate with society if given the chance. In fact, many big cities actually hire Kobolds to dig out mine shafts and maintain their sewer systems.
Generations of being cannonfodder or fear of enslavement has simply made kobolds a hostile race.
No, goblins are typically Neutral / Chaotic evil, where as Kobolds are typically Lawful evil.
