Oh yeah, definitely but maybe in the (far-to be soon) future? One can hope. Like I said in my post, it existed in the Early Access; once they've ironed out the console ports and bugs I hope they patch it back in.

Unlikely, even with the (eventual) release of the modding tools I've seen many mod authors say they haven't been able to touch the physics, only use what's already in-game. Maybe they haven't figured it out just yet.
Also, some of the most 'wanted' mods out there are nsfw mods and they haven't been able to add physics to women's 'ballistics'- I think penises can 'sway' but I don't play naked so idk (maybe breasts already have jiggle physics?). I say this because usually, the lewd mods get the most effort put into them and usually, they get cool features first.
