The Dead Three actually downgraded themselves to semi-mortal demigods so they could take a more active role in mortal affairs, but this leaves them in the unfortunate position where they could potentially be killed by mortal hands.
As for Vlaakith, she isn't even a god; just a very powerful lich who styles herself as a god.
well, now that explains some stuff.
there could be a line in the game explaining this. with Selûne or Shar saying in one of the questions that tav does (for example in the end of the gauntlet of shar): "i can't do it myself because Ao put a barrier/ don't allow me to be too OP in the mortal plane." but it's nowhere in game.
Ao is the Overgod, basically the 'God of Gods', and he has very strict rules about how the others are permitted to behave and interact with each other.
Also, the nautiloid did not 'run havoc' on Avernus. It showed up for a few minutes, immediately got the ♥♥♥♥ kicked out of it, then left.
