I do not think there is such a thing as " The best class/race for the Dark Urge." What will be the best, is the one the player feels is the best for them to have the most fun role playing.

Personally, I plan on playing a Half Drow Ranger Gloomstalker.

i like the flavor option in dialogue for dark urge i hope they have a ton
Either a Berserker Barbarian, or a War Cleric of Bhaal seem like the most obvious choices to go with.
not only do i want to be chaotic evil , i also want to be super brutal when given the chance
I'm going murdermonk dragon or drow assassin. Or something else entirely, maybe human little ole lady.

Why do people keep calling them 'Thiefling'?

Theifling was the name of a Tieflng street gang from Wrath of the Righteous, which was set in Pathfinder, not D&D.

i know barbarians are usually chaotic but does any class lean towards evil, maybe a warlock ?

Any class can "lean" toward evil if that is how the player wants to play them. it's the choices you make in the game which will define your char a evil one. And some of your companions will let you know which and ether disapprove or approve of your decisions.
I don't even know what dark urge is but if it's anything comparable to the concerpt of chaos corruption from 40K i'm going to make a human paladin, orginally a protector of the weak that get's corrupted and becomes a villain in his own right.

Yep. This is a good example of why any class can lean to evil. And become evil. Even the generally considered good Paladin.

With the exception of resurrection magic that properly brings somebody back to life with their free will intact, Necromancy is generally considered to be objectively evil within the setting.

The only form of Undead which can be considered 'good' are the Baelnorn, which is a form of lich who's immortality is sustained by the blessings of the elven gods, rather than a need to consume souls.

Clerics may also lean evil, depending on which gods they worship.

Then there's the Oathbreaker, who rules as written are Paladins who broke their oath in order to follow darker powers and ambitions. Though Larian seems to have reflavored them to be some kind of potential anti-hero scenario.

Then there's the Assassin subclass for Rogue, who by their very definition, is someone who kills people for money.
