Normally no, but Larian is giving players the option to have one or not.
UNITE TAILLESS THE SURPEME RACE
Ugh...
There's a tail option in character creation, and you have 3 types to choose from.
That being said, I'm disappointed there's no option for Tieflings to have hooves or wings. As it stands now, they're just humans with horns, tails and strange skin colors.
They are doing that because the wast majority of people who play Dragonborns chooses to have tails in their games, plus more options is always good thing.
No many more options just makes it something it isn't. You do skys the limit options on games without history or lore based settings. You don't create races and go hey it's frankenstein create what you want chimera type of thing. Races are distinct for a reason and there are usually lore based reasons as to their appearance.
Then on top of that is they aren't even making it a free for all they are picking and choosing so things that should have options for certain characteristics like the Tieflings which should have barbed tail options and cloven hoof options don't... and then you get Dragonborn which the manuals specifically describe their lack of tails and wings... do have options.
