I thought the same and find it disappointing but... Imagine they would include reactions to nudity. What would they be? Ridicule? Shaming? Flirting? Sexual advances? Rape?
If they had included this reaction-to-nudity function they would have opened up a can of worms, getting this game banned and hated by woke folks and sensitive people. Just keep in mind how much love they put into most animated scenes but then don't have an animated scene when you participate in this bdsm priests spanking at the goblin camp.
In my oppinion they should've disabled players from running around naked. It makes no sense without any reactions. If there was a modding community they might fix this one day.

I mostly love perfection in realism. Action and reaction. Having the ability to run around naked is pointless unless it has an impact. This is also obviously a fetish thing for some and I consumed too much of that content in the past.
