Sure, BG3 could have gone all the way up to 20+ at release, but the overall balance would have suffered quite a lot.
I would rather have a good experience during my 12 levels in BG3, and maybe see a level cap increase down the line with addons/ DLC, then a rushed 13-20 experience that got shoehorned in because to many players complained.
People really underestimate what BS we can already pull in the games engine with the spells we have access to right now. Aka the possibilities to break the game are larger in scope than in older games like Neverwinter Nights.
most 5e campaigns end around lvl 10-12 ish
so yeah bg 3 is basically a HUGE standard campaign
Yeah, so you can probably imagine how the vast majority of adventurers never even come close to that level range before they hang up their swords and retire to a more quiet life.
Mortals ascending to godhood is not a common occurrence by any means. In fact, it probably happens only a few times in any given era.

ToB was the 3rd installment in an ongoing saga about the Bhaalspawn, and ended with your character having the chance to ascend to literal godhood.
BG3 is the first game in a brand new story, that has you facing off against a possible mind flayer cult.
Mind flayers are only CR 6-7 creatures. You do not need to be maximum level to deal with them.
Then this game should not be named the BG 3
yeah but like you said they need to balance the game around those option and powerful skill and thats not the case '-' lv12 can already be too powerful once you master ur class and possibilities so imagine lv20 in a world where a lv12 class can clear everything easily
not funny at all '-' thats why for me if they wanna put those high lv/spells they need to put a dlc where you fight 3-4 op bosses and thats it
cause i dont think they will release new act/content for us to push lv20 during gameplay smoothly
I would agree on that. Baldur's Gate is a setting in the Forgotten Realms, not the name of its own series.
Hell, the the city wasn't even present at all in BG2, or its ToB expansion.
Of course we'll get an expansion sized dlc, it's WoTC we are talking about and they'll want that sweet cash.
This is a new character not unlike the first game where you got to spell level 5.
What level could they be lore wise?
