I swear I've read somewhere that this is correct and that you can level just fine without getting *all* the possible exp from fighting. If you're doing optional quests and exploring, you'll be fine while also doing pacifist solutions where possible and missing some exp from battles.
There's a reason why veteran players tend towards being murder hobos.

Jesting aside, peaceful solutions should have some kind of xp reward. I mean, you're already not getting the loot, no xp on top of that?
I'm telling ya, that's how murder hobos are made.
There is a level cap of 12. You don't *need* all the experience, especially if it's a detriment to how you'd prefer to play.
If you want to kill everything, though, nothing stopping you.
Yeah, it needs to Deus Ex design where you get more experience not killing people to be honest.

You should always get EXP, are you sure you did not get any?
