Report a translation problem
The order which I always go with is Left, Right, Bottom, Top.
With 'bottom' being the rune closest to the entrance of the room and 'top' being the one furthest away.
'Left' is the rune directly across from where you placed the wolf, and 'Right' is the wolf rune itself.
Left (one directly across from the rune you implanted)
Right (the rune you implanted)
Bottom (rune closest to the door)
Top (rune furthest from the door)
That always seems to solve the puzzle for me.
There is a note you can read from Halsin that mentions needing Nettle's Circlet to access the vault. So maybe kill her or steal it and see if that fixes it?
What's this "Extra Wolf Runes" I read in a prior post from someone else?
I've never had more than one Wolf Rune to use in that one situation.
I understand that there's a duplication glitch with certain 3rd party cheats where duplicating quest items breaks things.
