I think you're right at least at launch. My guess though is that they'll raise the soft cap when (and if) they release DLCs
P.S. Oh right, wings is exactly what warlocks mephit familiar has. And it works as intended. Makes it immune to ground effects and gives a mobility skill.
Regardless of height, mechanically it works nearly identical to how flying traditionally works.
Doesn't flying seem quirky right now just for minions/pets though? Like what the imp does is more like a jump than it is flight.
