Whether they slept around morphed as a human or as a dragon, they clearly had to have done so with a non-dragon to create a draconic bloodline sorcerer of their type.
Not to mention that there's nothing stopping chromatic dragons or other types of dragons from learning how to polymorph themselves through the study of spellcraft should it suit their fancy.

Well, technically half elves are half elf, half HUMAN, so either the draconic relative isn't the father/mother or it's a dragon crossed with a half elf.

Also dragon are mostly creatures of magic. Just like fiends and celestials. You just want to rationalise everything with genes or whatever. But that is not how it works when you are mostly weave.
Pretty much anybody can have a dragon as a biological parent. They can use Polymorph as an inherent ability, which allows them to take the forms of nearly any species they want.
