To OP: Larian is very open to people making mods for their games that add additional things you can do or be or alter rules to how things work, so it's entirely possible someone might make a mod that allows you to play as a Hobgoblin in the main game as well later on yes.
As Snow pointed out people make mods for the game in it's EA form so it's possible it exists now as well.
We are talking about original game not mods. With mods you can create anything, only problem is that world will not react naturally to your race.
I've made that point clear, so you swooping in and just saying no is rather sounding like your just trying to shut this person down like their a troll instead of giving a more descriptive answer. I hate the amount of trolls and annoying stupid posts on this forum, but not everyone is that and some people come on here to ask a legit question. I provided an answer I hoped would inform them, clearly that's asking too much though.
Considering we've seen at least 2 Hobgoblins in game now, and one of them wasn't straight up evil, I would actually be surprised if Hobgoblins did not get added to the game as a playable option in the future.
But as for initial full release, I don't believe we'll see them. Larian still needs to add in Half Orcs, Dragonborn and a bunch of missing sub-races before they start adding anything outside the PHB.
Githyanki and teiflings of the nine hells is not in PHB. They confirmed that everything in the PHB would certainly be in by release not that others could not be.
They also stated they wanted this to be the "ultimate D&D experience" and data miners have discovered a bunch of code and scripts for non-PHB races in the game. Some of which are even voice acted.
Which would heavily imply, if not outright confirm that Larian is at the very least experimenting with the idea of including them at some point in the game.
With the exception of Githyanki and Tieflings, because they are central to the story, PHB only.
