Those points can be used to reroll something if you get and outcome you didn't want, and if you hold onto them until they are maxed out, you get bonus xp when you get a new one but are maxed out and can't hold another.
My assumption is some of the backgrounds they either didn't have finalized/finished various events that tied to those background, or the EA section didn't have enough of them at this point to have them in, so they pulled them out for the moment.
Such is the nature of Early Access. This isn't the full game, it's still under development. Things can change, be added, be pulled out as the game develops. It's what we signed up for when we prepaid for the full version later on and got EA to run around in.
This. It was also pretty nice background thematically, it kinda suits for any blank state character that doesn't have much knowledge from the world ashore. I at least have numerous gaps in my Realms lore.
I mean it also makes sense given the regional economy
