also the metallic dragons are considered good but are still questionabel morally since they work on a different moral scale, a brass dragon will talk for hours with people whether they want to or not, so they might very well keep you as a "conversation partner"
Similarly silver dragons are extreme elitists who thinks they are above all creatures, and most wont seek out injustice to help but will help if someone asks them.
But there is NO possible reason either a Silver or a Brass would be following a lowly band of goblins at all. Questionable morals aside this is an extremely low powered group of GOBLINS, Volo would only have spoken about a Chromatic dragon in this instance.
Given how it's Volo the stuff he's going over with you probably is only the rough draft of his epic tale and in his madness is probably going to twist the band of goblins from being a bunch of chew toys into a fearsome force so mighty that even a *brass* dragon is forced to kneel to their orders.
that or he is gonna turn the players into goblins and say they raided an innocent village with a silver dragon in it.
Because he's creating a tall tale. That's why. He even says so. He also accepts that it was shape-shifted devas attacking. Devas are good right? Maybe there's something evil lurking in the camp to justify the attack. I mean, actually, there are at least two distinct evil things things there
Brass, maybe since they take rash decisions but Silver!? Hell no
Even a Gold makes sense since they act in accordance to their own justice but Silver Dragons are THE most friendliest to humanoids and they even mate with them, spending their lives polymorphed
