I can't speak for this update specifically but as a general rule of thumb I usually wipe my server on game updates unless the changelog shows very little was changed. Helps narrow down issues when everything is fresh and new.
Edit: After scanning through the exact changes in this update, I personally would recommend wiping your server and starting fresh. A lot of things got changed and added in this update.
Are you on .68 or .69? I didn't try updating .68 to .69, but have gone from .69 - .71 on my new game with over 160+ mods and I've not experienced any issues so far.
I Loaded up my save and tried to open a can of tuna from my backpack and got 3000+ errors and an infinite unpacking animation.

I figured it out, It was a mod conflict between two mods that happened when one of them updated. everything seems to be working fine now on V41.71
No reinstall needed for me, when I load an old save it says something like 'loading new items into old save'. Already found new items when I go foraging.
Well in the Train yard, there is the building that is in the middle (north of the 4 bunker like thingies) which has a from south to north railroad passing through. (has second level too)
Apparantly there is something that blocks path on the first floor, if you try to enter from the northern stairs.

You cannot pass through the narrow corridor. need to go around, however a zombie was able to pass through.
