Bucket bug when trying to mix clay cement & concrete..

So first I was able to mix 1 bucket with clay but I am sure I did this before water shut off and I refilled the bucket from the tap..

The bucket says that it has 9999/10000 ml of water and refuses to use it to mix a bucket of either cement types..
The water was tainted at first so I purified it in the oven and tried now with clean water but still refuses to be able to be used as intended..

I am not sure if this is just something that I am doing the wrong way or in the wrong order..

Same here I was forced to empty my bucket and then fill it again.
