trailer repair problems

after taking the tire off an animal trailer i was unable to install tires on animal trailer. context menu says must install brakes first, however there is no option to install or remove brakes.

yeah this is a big bummer, i went to replace my big animal trailer tires and got stuck on that same notification. Animal trailer has only suspension and not brakes so there should option to add tires if no brakes in vehicle
