[B42] Cannot build rain collector despite having all the required materials

My carpentry is at level 3, I have 4 garbage bags, all seem to be empty yet I cannot build the rain collector, says I am missing garbage bags

I had this issue too, it seems that the item garbage bag is duplicated there are two different items with the same name (garbage bag) but differente id Base.Bag_TrashBag are the ones that come from trash cans and the ones you need , Base.Garbagebag however is named the same and the icon is the same and event stacks with the other but wont allow you to craft the collectors... this one is the one that comes from Garbage bag box

I had the same issue and finally found how to solve it. If you have at least one tarp in inventory it will allow you to build both types of rain collectors. But if you have no tarp, and the 4 garbage bags, you can't build any of them. I keep one tarp just to circunvent and build the collectors with the garbage bags
